Scheme is to prevent, limit and reduce depletion, pollution and salinity of underground water in urban areas.

According to the draft, the scope of protection of underground water in urban areas is including level domain, distribution domain and exploitation areas. 9 large urban water resources are protected including Hanoi, Ho Chi Minh City, Can Tho, Thai Nguyen, Hai Duong, Quy Nhon, Buon Ma Thuot City, Ba Ria - Vung Tau and My Tho.

Deputy Minister Nguyen Thai Lai unified about objectives, scope, contents and products of the project. Deputy Minister also directed the Department of Water Resources Management in coordination with related agencies to complete scheme soon and submit the Ministry of Natural Resources and Environment, the Government's approval.

The draft also defined for each of the municipalities implemented four contents including: investigate, evaluate and determine the conditions exist, distribution, quantity and quality of underground water bearing stratum in the urban areas; Survey, assessment and determination of self-defense capabilities, impacts, causes, causing exhaustion, pollution and salinity of underground water; Solution implementation to protect underground water in urban areas; And building data information system to serve the protection of underground water in big cities. Scheme implemented in three years, from 2010 to 2013.
